GF-TADs Project Coordinator at FAO

The project “The Global Framework for the Progressive Control of Transboundary Animal Diseases (GF-TADs)” aims to reduce the threat posed by emerging, transboundary, and endemic pathogens through enhanced capabilities for preparedness, early detection, risk mitigation strategies, and control of transboundary animal diseases (TADs) of high-security concern in target countries across Africa, South East Asia, Eastern Europe and Eurasia.

The need to control TADs at the source of infection prior to the spread of the disease was recognized as a priority by the Food and Agriculture of United Nations (FAO) and the World Organization for Animal Health (OIE). Effective and sustainable control of TADs require regional and international approaches, and the FAO/OIE Global Framework for the Progressive Control of Transboundary Animal Diseases (GF-TADs) initiative launched in 2004 provides the appropriate concepts and objectives as well as an organizational framework to link international and regional organizations at the service of their countries.

Reporting lines

The Project Coordinator is under the overall supervision of the AGAH Chief and directly supervised by the Lead Technical Officer (LTO) for the GF-TADs project. She/he will work in close collaboration and coordination with the project team members at headquarters and concerned regional level at REU, RAP, RAF and SFE/FAO Kenya.

Technical focus

The incumbent will focus on providing required technical oversight and coordination of activities and ensure effective implementation of the project with good visibility of project outputs.

Tasks and responsibilities

  • Oversee the overall implementation of all project components;
  • Ensure that planned activities and project deliverables are on-track and achieve the desired quality of output;
  • Ensure smooth project implementation through the day-to-day timely coordination of the project activities, and facilitate interactions between the different partners in the different outputs of the project at various level;
  • Support country/regional/global teams in the implementation including backstopping missions;
  • Coordinate regular donor meetings with relevant portfolio focal points;
  • Liaise with the OIE through its project counterparts to ensure the complementary of activities based on the Joint Operations Plan to avoid duplication of efforts and ensure complementarities with other interventions and local ownership of project activities;
  • Monitor progress and identify potential problems that could result in delays in implementation;
  • Collaborate with the Monitoring and Evaluation Officer (M&E) and develop an M&E framework against logical framework’s indicators and ensure the development of data collection tools;
  • Coordinate the organizing and conducting of project task force (PTF) meetings, workshops, webinars, consultations with relevant project team members and stakeholders within and outside of FAO;
  • Promote harmonization and consistency of approaches in the various beneficiary countries/ regions;
  • Coordinate with other project team members at HQ and regional levels, prepare consolidated quarterly project progress reports in accordance with DTRA reporting requirements, and briefs as required;
  • Coordinate the preparation of deliverables included in the project Statement of Work to which FAO has committed;
  • Identify opportunities for synergies across other initiatives on GF-TADs, within and outside FAO;
  • Participate in the GF-TADs Management Meetings and Steering Committee to regularly update FAO and OIE management on the project delivery;
  • Review, with the Communications Officer, the visibility and communications plan of the project, together with the different partners, and implement communications activities in line with the DTRA communications guidelines;
  • Submit end-of-assignment report outlining the achievements and activities conducted, problems and constraints encountered and solutions as well as recommendations;
  • Perform other related duties as required.

Candidates will be assessed against the following

Minimum Requirements

  • Advanced university degree in veterinary medicine, epidemiology or related field.
  • At least seven-year experience in coordinating/managing transboundary animal disease control, especially FMD, PPR, and others at the global, regional and country levels.
  • Working knowledge of English and limited knowledge of one of the FAO languages; Arabic, French, Spanish, Chinese or Russian.

Technical/Functional Skills

  • Work experience in national and international entities and industry
  • Extent and relevance of experience in transboundary animal diseases with main focus on FMD, PPR and ASF
  • Extent and relevance of experience in surveillance, vaccinology and diagnostics
  • Familiarity with GF-TAD and global transboundary animal disease control programmes/initiatives such as for FMD, PPR and ASF
  • Good understanding of institutional issues related to animal health in developing countries
